According to the latest SMAA update from DHCS, they have received approval from the CMS to include credentialed school counselors in the RTC Time Survey Participant Universe Authorized Positions list. What does this mean to California districts? Simply put, there is no longer a need to justify the inclusion of credentialed school counselors in deferred invoices. DHCS stated that the following parameters apply:
- Counselors must be credentialed. The inclusion of non-credentialed school counselors on invoices will continue to require a justification.
- Benchmark percentages will not change.
- Based on LA Unified’s RMTS results, counselors spend about 3% of their overall time on reimbursable SMAA activities. DHCS will use this as part of the assessment to determine reasonableness for this classification.
It was noted that RTC invoices previously submitted do not need to be revised due to this change, as it only changes the requirement to submit a justification for the classification and does not change the reasonableness standards for inclusion in the invoice. If participants in this classification were removed from an invoice, it is assumed that their inclusion was not able to be justified.
