MBT is pleased to announce that the Centers for Medicare and Medicaid Services (CMS), the Federal MAA oversight agency, approved a time survey methodology for the first quarter of the 2012/2013 school year!

As you may know, the MAA program was deferred in June as a result of CMS audits. As a result of those audits, CMS issued three requirements:

1) All 10/11 and 11/12 MAA claims that have not yet been paid must include a certification statement. This statement will certify that the activities recorded on the time surveys are a regular part of participant’s job duties and were not planned specifically for MAA week.
2) An interim time survey methodology for the 2012/2013 school year.
3) A new time survey methodology for the 2013/2014 school year.

Certification Statements

The state is continuing to wait for CMS to tell us what the certification statement must say. When that information is available, MBT will help you in completing the statement so that your outstanding 10/11 and 11/12 claims will be paid in the quickest manner possible.

Interim Claiming

With the approval of the interim methodology, California will continue for this next school year to claim MAA as we have done since 2003-the week-long, quarterly time survey. There will be one change for this school year, however-completing a time survey, which has always been a Code 15 activity, will now be recorded as Code 16.

Quarter 1 Time Survey week starts September 17. Your MBT Service Consultant will work with you to get your staff trained and inform them of these changes.

New Time Survey Methodology

By September 30, California must submit a new time survey methodology to CMS. While the chosen methodology is yet unknown, it is possible that in the future, we may go away from our traditional week-long time survey and move to a Random Moment Time Survey (RMTS) methodology.   LA Unified is currently the only school in California who is approved to use RMTS for MAA.   Be assured that regardless of the methodology chosen, MBT is ready to support your district!
